The Low-Income Energy Assistance Program (LEAP) is a federally supported initiative aimed at assisting eligible households in Colorado with part of their winter heating expenses.
Intake Procedure: Applications can be submitted online. You can also download a paper application from the website and either drop it off at your local DHS office or send it via mail/email to your county for processing. For additional information or to request a paper application by mail, you can make a phone call.

- To qualify, applicants must be permanent legal residents of the United States and Colorado, or have a household member who meets this criterion.

- Must provide: Proof of citizenship if born outside of the US Proof of all monthly household income If self-employed, receipts for all expenses claimed on profit and loss statement Copy of most recent heating bill or recent rent receipt, if heat is included with rent
