The Low-Income Energy Assistance Program (LEAP) is a federally supported initiative aimed at assisting qualifying low-income families with a portion of their heating costs during winter.
Application Process: You can apply online, or download a paper application from the website to submit at your local DHS office, or send it via mail/email to your county for processing. For additional assistance, you can call to request a paper application by mail, to apply by phone, or to obtain more information.

- To qualify, applicants must be permanent legal residents of the U.S. and Colorado, or have a household member who meets this criterion.
