The Low-Income Energy Assistance Program (LEAP) is a federally supported initiative that aids qualifying households in Colorado by covering part of their winter heating expenses.
Intake Procedure: Applications can be submitted online. You can also visit the website to obtain a paper application, which can be submitted at the local DHS office or sent via mail/email to the county for processing. For further assistance, you may call to request a paper application by mail, apply over the phone, or seek additional information.

- To qualify, applicants must be permanent legal residents of the United States and Colorado, or have a household member who meets this criterion.
