The Low-Income Energy Assistance Program (LEAP) is a federally supported initiative designed to assist eligible households in Colorado with a portion of their heating expenses during the winter months.
Application Process: Individuals can apply online, or they may download a paper application from the website to submit at their local DHS office, or send it via mail or email to their county for processing. For those who prefer, they can call to request a paper application by mail, apply over the phone, or obtain further information.

- To qualify, applicants must be permanent legal residents of the United States and Colorado, or have a household member who meets these criteria.
