The Low-Income Energy Assistance Program (LEAP) is a federally supported initiative that assists qualifying households in Colorado with a portion of their heating expenses during the winter months.
Intake Procedure: Applications can be submitted online. You can also download a paper application from the website and either drop it off at your local Department of Human Services (DHS) office or send it via mail/email to your county for processing. For additional information or to request a paper application by mail, you can call the designated number.

- To qualify, applicants must be permanent legal residents of the United States and Colorado, or have a household member who meets this criterion.
