The Low-Income Energy Assistance Program (LEAP) is a federally supported initiative designed to assist qualifying households in Colorado with their winter heating expenses.
Intake Procedure: Applications can be submitted online. You can also download a paper application from the website and submit it at your local DHS office or send it via mail/email to your county for processing. For additional information or to request a paper application by mail, you can call the office.

- To qualify, applicants must be permanent legal residents of both the United States and Colorado, or have a household member who meets these criteria.
