The Low-Income Energy Assistance Program (LEAP) is a federally supported initiative aimed at assisting qualifying low-income families with a share of their winter heating bills.
Intake Procedure: Applications can be submitted online. You can also download a paper application from the website and submit it at your local DHS office or send it by mail/email to the county for processing. For further assistance, you can call to request a paper application by mail, apply via phone, or obtain more information.

- To qualify, applicants must be permanent legal residents of the United States and Colorado, or have a household member who meets this criterion.
