The Low-Income Energy Assistance Program (LEAP) is a federally supported initiative designed to assist qualifying households in Colorado with a portion of their heating expenses during the winter months.
Application Process: You can apply online, or download a paper application from the website to submit at your local DHS office or to send via mail/email to the county for processing. You may also call to request a paper application by mail, apply over the phone, or obtain further information.

- To qualify, applicants must be permanent legal residents of the United States and Colorado, or have a household member who meets these criteria.
