The Workforce Innovation and Opportunity Act (WIOA) is a federally funded initiative aimed at creating a Workforce Development System that offers training and employment services for adults, dislocated workers, and low-income youth who are not currently in school. To qualify for these services, individuals must be between 16 and 24 years old, be U.S. citizens or authorized to work in the U.S., comply with Selective Service registration requirements when applicable, meet any local or state residency requirements, satisfy low-income criteria (with some exceptions), and demonstrate a need for assistance based on one of six specified factors.
