The RMS is responsible for evaluating eligibility and granting authorization for specific Medicaid services, which encompass Personal Care Services (PCS), the HCBS Waiver for the Aged and Disabled (offering a range of services such as attendant care, homemaker assistance, chore services, adult day care, home-delivered meals, personal emergency response systems, and specialized equipment/supplies); the Katie Beckett program or Home Care for Certain Disabled Children; nursing facility care; ICF/MR care; residential and assisted living services; certified family homes; case management; and private duty nursing. These services are accessible to Medicaid recipients who require them. The RMS also approves service providers and performs quality assurance and improvement evaluations. Additionally, the Healthy Connections program is included within the RMS framework. **Personal Care Services (PCS): If a medical condition necessitates 16 hours or fewer of care weekly, it is classified as a standard Medicaid benefit under PCS. For those needing more than 16 hours, eligibility for one of the Home and Community Based Waivers may be available. Under this waiver program, home care costs must not surpass those of nursing home or intermediate care facility services. All services must receive prior authorization from the Regional Medicaid Unit.** The Katie Beckett program offers Medicaid assistance for children under 18 who are ineligible for other Medicaid programs. To qualify, children must have a severe disability that significantly hinders their functioning and meets Social Security Disability criteria. They must require care typically provided in a medical institution, such as a hospital or nursing home. The income limit for children is $1911 (as of 2008), with asset limits set at $2000 or less, excluding parental income and assets from consideration. **Adult Developmental Disability (DD) Care Management supervises services for individuals aged 18 and older and those on the ISSH waiver (ages 15-18). Covered services include Developmental Disabilities Agency services, DD/ISSH waiver services, and service coordination, managed by DD Care Managers in each region, who are part of the Regional Medicaid Services unit.
