Each district has a board of health appointed by county commissioners and operates independently from state agencies. These services include community health nursing, home health nursing, environmental health, dental hygiene, and nutrition programs, many of which are facilitated through contracts with the Department of Health and Welfare. Additionally, the Public Health Preparedness and Communication Systems office collaborates with the Idaho Department of Health and Welfare and other public health entities to develop a unified statewide strategy for bioterrorism preparedness and responses to public health crises. Environmental Health programs focus on the relationship between human health and the physical environment, covering areas such as daycare, epidemiology (including animal bites and foodborne illnesses), food establishment permits, indoor air quality (like radon), lead health programs, methamphetamine lab inspections, public pool regulations, and solid waste management. Land Development programs oversee critical materials regulation, mortgage surveys, non-domestic wastewater management, public water systems, Rathdrum Aquifer protection, shallow injection well inventory, subdivision reviews, and subsurface sewage evaluations. Family Planning services offer education, counseling, pregnancy testing, comprehensive physical exams (including cancer and STD screenings), and referrals, with various birth control methods available. Immunizations are administered through local health departments, offering low-cost or free routine childhood vaccinations, overseas immunizations by appointment, and adult vaccines such as Td boosters, hepatitis B, hepatitis A, pneumonia, and influenza. The Immunization Registry is a free, confidential service that helps track immunizations for individuals and their families. The WIC (Women, Infants, and Children) program provides monthly healthy food vouchers, health screenings, nutrition classes, community program information, counseling with registered dietitians, and breastfeeding support. WIC serves pregnant women, breastfeeding mothers (up to one year postpartum), infants, and children under five. The Women's Health Check program, funded federally, offers free breast and cervical cancer screenings to eligible women without insurance covering these tests, who meet income criteria, and fall within specific age groups.
