Each district features a health board appointed by county commissioners and operates independently of state agencies. They cater to local demands, offering a variety of services that differ by district, including community and home health nursing, environmental health, dental hygiene, and nutrition programs, often in partnership with the Department of Health and Welfare. The Public Health Preparedness and Communication Systems office collaborates with the Idaho Department of Health and Welfare, other public health districts, healthcare providers, and emergency responders to develop a unified statewide strategy for addressing bioterrorism and public health emergencies. Environmental Health initiatives address the intersection of human health with the physical environment and ecosystems, covering areas such as Day Care Inspections, Epidemiology, Food Establishments, Indoor Air Quality, Lead Health Programs, Methamphetamine Labs, Public Pools, and Solid Waste management. Land Development programs include Critical Materials Regulation, Mortgage Surveys, Non-Domestic Waste Water management, Public Water Systems, Rathdrum Aquifer Protection, Shallow Injection Well Inventory, Subdivision Review, and Subsurface Sewage evaluations.
