The RMS is tasked with determining eligibility and granting authorization for specific Medicaid services, which encompass Personal Care Services (PCS), the HCBS Waiver for the Aged and Disabled (offering a range of services such as attendant care, homemaker, chore assistance, adult day care, home-delivered meals, personal emergency response systems, and specialized equipment/supplies); the Katie Beckett program for certain disabled children; nursing facility care; ICF/MR care; residential and assisted living services; certified family homes; case management; and private duty nursing. These services are available to Medicaid recipients assessed to require them. The RMS also enrolls service providers, offers consultation, and performs quality assurance and improvement surveys. The Healthy Connections program is included within the RMS framework. **Personal Care Services (PCS): For medical needs requiring 16 hours or fewer weekly, this service is a standard Medicaid benefit under PCS. If more than 16 hours are needed, individuals may qualify for one of the Home and Community Based Waivers, where the home care costs cannot exceed those of a nursing home or intermediate care facility. All services must receive prior authorization from the Regional Medicaid Unit.** The Katie Beckett program caters to children under 18 who do not qualify for Medicaid through other programs, requiring income below $1,520 (1999 limit) and assets not exceeding $2,000, with parents' financials excluded from consideration. **Adult Developmental Disability (DD) services are available for individuals aged 18 and older with qualifying developmental disabilities, as well as for those on the ISSH waiver (ages 15-18). RMS authorizes services for Developmental Disabilities Agency services and DD/ISSH waiver services, along with service coordination.
