Idaho's seven health districts operate in conjunction with the Department of Health and Welfare and other local and state organizations. Each district has a board of health appointed by county commissioners and functions independently of state agencies. They address local health needs by offering diverse services that can differ from one district to another, including community health nursing, home health care, environmental health, dental hygiene, and nutrition programs. Many of these services are provided through contracts with the Department of Health and Welfare. The Public Health Preparedness and Communication Systems office collaborates with the Idaho Department of Health and Welfare, other public health districts, healthcare providers, and emergency responders to develop a comprehensive statewide strategy for responding to bioterrorism and public health emergencies. Environmental Health programs tackle issues at the intersection of human health and the physical environment, covering areas such as daycare, epidemiology (animal bites, food and waterborne illnesses), food establishment permits and inspections, indoor air quality (including radon), lead health programs, methamphetamine labs, public pools, and solid waste management. Land Development programs address critical materials regulation, mortgage surveys, non-domestic wastewater, public water systems, Rathdrum Aquifer protection, shallow injection well inventory, subdivision reviews, and subsurface sewage evaluations and permits. Family Planning services include education, counseling, pregnancy testing, comprehensive physical exams (including cancer and STD screenings), and referrals, with a variety of birth control methods available. Educational materials and speakers can be provided for community events upon request. Local health departments administer routine childhood vaccinations at clinics, often at low or no cost for families in need, and overseas immunizations are available by appointment. Adult vaccines such as Td boosters, hepatitis A and B, pneumonia, and influenza may also be offered. The Immunization Registry is a free, confidential service that keeps track of immunizations for individuals and their healthcare providers. The WIC (Women, Infants, and Children) Program provides supplemental nutrition to eligible pregnant women, breastfeeding mothers, infants, and children under five, offering healthy foods, health screenings, nutrition classes, and individual counseling. The Women’s Health Check program offers free breast and cervical cancer screenings for women who qualify, including those without insurance for such tests, meeting income guidelines, or having specific age-related criteria.
