Idaho comprises seven health districts that work closely with the Department of Health and Welfare, as well as other state and local organizations. Each district has a board of health appointed by county commissioners and operates independently of state agencies. They address local health needs by offering a diverse range of services, which can differ between districts. These services include community health nursing, home health care, environmental health, dental hygiene, and nutrition programs, many of which are provided through contracts with the Department of Health and Welfare. The Public Health Preparedness and Communication Systems office collaborates with the Idaho Department of Health and Welfare, public health districts, healthcare providers, and emergency responders to develop a comprehensive statewide strategy for bioterrorism response and other public health emergencies. Environmental Health programs focus on the relationship between human health and the physical environment, covering areas such as daycare, epidemiology, food establishments, indoor air quality, lead health, methamphetamine labs, public pools, and solid waste management. Land Development programs include regulations for critical materials, mortgage surveys, non-domestic wastewater, public water systems, aquifer protection, shallow injection well inventory, subdivision reviews, and subsurface sewage evaluations. Family Planning services provide education, counseling, pregnancy testing, physical exams (including cancer and STD screenings), and referrals, with various birth control methods available. Local health departments offer routine childhood vaccinations at clinics, often at low or no cost. They also provide overseas immunizations by appointment and may have adult vaccines available. The Immunization Registry helps track vaccinations for individuals and ensures timely immunizations. The WIC program offers healthy foods, health screenings, nutrition classes, and referrals for pregnant women, breastfeeding mothers, infants, and children under five. The Women's Health Check program provides free breast and cervical cancer screenings for eligible women without insurance coverage for these tests.
