Idaho consists of seven health districts that work closely with the Department of Health and Welfare as well as other state and local organizations. Each district has its own board of health appointed by county commissioners and operates independently of state agencies. They address local requirements by offering diverse services that can differ from one district to another, including community health nursing, home health nursing, environmental health, dental hygiene, and nutrition programs. Many of these services are provided through contracts with the Department of Health and Welfare. The Public Health Preparedness and Communication Systems office, which focuses on bioterrorism planning, collaborates with the Idaho Department of Health and Welfare, other public health districts, healthcare providers, and emergency responders to develop a unified statewide strategy for preparing for and responding to bioterrorism threats and other public health crises. Environmental Health programs address how human health interacts with the physical environment and local ecosystems. These include programs for daycare, epidemiology (animal bites, food and waterborne illnesses), food establishments (permits, plan reviews, inspections), indoor air quality (radon), lead health, methamphetamine labs, public pools, and solid waste management. Land Development programs cover critical materials regulation, mortgage surveys, non-domestic wastewater, public water systems, Rathdrum aquifer protection, shallow injection well inventory, subdivision review, and subsurface sewage evaluations and permits. Family Planning services encompass education, counseling, pregnancy testing, comprehensive physical exams (including cancer and STD screenings), and referrals, with a variety of birth control methods available. Educational resources and speakers can be provided for community events upon request. Local health departments offer routine childhood vaccinations at health department clinics or special off-site clinics, often at low or no cost for parents unable to pay. Overseas immunizations are available by appointment, and travelers should contact their local health department for required vaccines. Adult vaccines, including Td boosters, hepatitis B, hepatitis A, pneumonia, and influenza, may also be available. The Immunization Registry is a free, voluntary, and confidential service that helps individuals and their healthcare providers track immunizations. The WIC (Women, Infants, and Children) Program offers supplemental nutrition support, including healthy food vouchers, health screenings, nutrition classes, community program referrals, individual counseling with registered dietitians, breastfeeding support, and educational materials. WIC serves pregnant women, breastfeeding women (up to one year postpartum), infants under one year, and children under five. The Women's Health Check program, funded federally, provides free breast and cervical cancer screenings for eligible women who lack insurance for these tests, meet income guidelines, and fall into specific age categories or have certain symptoms.
