- To qualify, applicants must have an income at or below 50% of the area median income. Priority is given to those earning less than the Section 8 Extremely Low-Income Limit, elderly or disabled individuals, and families with children. Households classified as homeless by HUD are prioritized. For the PBV program specifically: Applicants must be 62 years or older, require only one bedroom, and be willing to relocate to the Oneonta Heights senior facility.
