- Individuals must fulfill one of three conditions: -Post 9/11 service members who are wounded, ill, or injured, regardless of rank, including both active and former members -All ranks of Active Duty, Guard, and Reserves in any duty status -Service members transitioning within 12 months following their discharge or retirement.
