- Applicants must fulfill one of three conditions: -Be a Post 9/11 service member who is wounded, ill, or injured, regardless of rank, whether currently serving or not -Include all ranks of Active Duty, Guard, and Reserves in any duty status -Be a transitioning service member within a year of discharge or retirement.
