- Applicants must be first-time homebuyers purchasing in Utah County and qualify for a first mortgage through a lender of their choice, with spouses or partners required on the loan and title regardless of income necessity. Single applicants may qualify for loans on homes with a maximum of two bedrooms and must complete a home-buyers' education class.
