- To be eligible for the program, individuals must have a serious and ongoing mental illness, experience literal or intermittent homelessness, be committed to addressing their mental health issues and striving for sobriety, and either lack insurance or possess Medicare or Medicaid. After meeting these criteria, a comprehensive intake will take place.
