This initiative encourages school readiness for children from low-income families aged birth to 3 by promoting their cognitive, social, and emotional development. It also features a home visitation program where educators conduct visits to families in their residences.

- Eligible age range: 0–3; Children aged 0 to 3 are eligible, and families with children who have disabilities are strongly encouraged to apply.
