- Applicants must adhere to relevant income criteria, be homeless, at risk of homelessness, or residing in inadequate housing, remain drug-free during the program, pass a criminal background check (no felonies), not have a history of domestic violence or abuse, have no active arrest warrants, and have resided in Adams County prior to becoming homeless. Additionally, they should not have sought assistance in the past 12 months and must not be on the agency's Do Not Assist list due to past violations of program rules.
