- Youth aged 5-19. Special Education youth over 19 can join with the county 4-H Agent's consent. Adults interested in volunteering as 4-H leaders must fill out the Li-Adams WSU 4-H Volunteer application, undergo training, and pass a Washington State Patrol background check.
