- Head Start caters to children aged 3 to 5 years. It is designed for those not yet eligible for kindergarten, with eligibility based on federal poverty guidelines tied to household income and family size. Families receiving SNAP, TANF, or SSI automatically qualify based on income. Additionally, families facing high housing costs or unique circumstances may still be eligible even if their income slightly exceeds the guidelines. The program may also accommodate a small number of over-income families demonstrating significant need, while prioritizing children in foster care, those experiencing homelessness, and children with disabilities.
