- The program is designed for older adults and individuals with disabilities, with eligibility based on care requirements and financial status. Generally, applicants must have a monthly income below $7,304 and countable resources not exceeding $2,000 for individuals, $57,547 for couples, or $123,600 for couples with one in a hospital or skilled nursing facility. Those exceeding resource limits may still qualify if they anticipate meeting the criteria within a month of application. Additionally, clients must demonstrate an unmet need for help with two or more daily living activities or have a cognitive impairment requiring assistance with at least one daily living activity.
