- According to the McKinney-Vento Homeless Act, families or students in the following situations qualify as homeless and are entitled to specific rights: * residing in a shelter, motel, vehicle, or campground * living on the street, in a 24-hour restaurant, or at a bus station * displaced by natural or manmade disasters (flood, earthquake, fire) * staying in a motel, abandoned building, trailer, or other inadequate living conditions * living with friends or relatives due to lack of affordable housing * "couch surfing" * teenagers living independently.
