This initiative provides scholarships and support aimed at motivating low-income students to complete their high school education and graduate. It covers tuition, books, and fees for vocational programs at Bellevue College and targets at-risk or out-of-school youth aged 16 to 21.

- Youth aged 16 to 21 who do not possess a high school diploma; those with a GED are eligible. Participants must be out of school or have a referral from a school counselor, principal, or school district representative.
