- Children aged three or four by August 31 who meet at least one of the following criteria: •Eligible based on income. •Currently receiving TANF or has an immediate family member on SSI for Disability. •Child is in foster care or not residing with biological parents. •Family qualifies under McKinney-Vento (risk of homelessness). •Transitioning from Early Head Start. •Currently has an Individualized Education Plan (IEP).
