- Homeowners in Kent who meet income criteria. Applicants must have owned and lived in their house, mobile home, or condo for a minimum of one year prior to applying. The household's annual gross income should not exceed 80% of the Area Median Income. Preference is given to seniors, low-income individuals, and those with disabilities. Mobile homes must be from 1976 or later and have a HUD tag.
