- Residents primarily located in Shoreline, Echo Lake, Ronald, Foy, Richmond Beach, Richmond Highlands, Innis Arden, and the North City area (North King County, bordered on the south by 145th, north by the King County line at 205th, east by 35th NE, and west by Puget Sound) are eligible.
