- Youth aged 5-19 are eligible. Special Education youth over 19 can join with the county 4-H Agent's approval. Adults wishing to serve as 4-H leaders must fill out the Li-Adams WSU 4-H Volunteer application, complete training, and pass a Washington State Patrol background check.
