- Veterans who have been honorably discharged, as well as eligible family members, can apply if they meet the legal definition of a veteran. The county considers individuals to be "indigent and suffering" if they fall below the current poverty level set by the U.S. Department of Health and Human Services. Applicants must have lived in Mason County for at least ninety (90) days and provide proof of residency and income.
