- Senior Discount: Applicants must be 65 years or older with an income at or below 150% of the Federal Poverty Level. The utility account must be in the applicant's name and serve as their primary residence. Veteran Discount: Applicants must have an honorable discharge, a general discharge under honorable conditions, or a medical discharge with an honorable record, with income at or below 200% of the Federal Poverty Level or 80% of Area Median Income.
