- Individuals may be eligible if they have received unemployment benefits in the last four years, are on Basic Food or TANF, are unemployed or underemployed due to changes in family income, are formerly self-employed and currently jobless, are at risk of unemployment without skill upgrades, are veterans discharged in the last four years or active-duty military with separation notice, or meet low-income guidelines.
