- Families or unaccompanied minors without a stable, regular, and sufficient nighttime residence, including those in hotels, motels, cars, parks, public spaces, abandoned buildings, or transportation stations. This also covers individuals in transitional housing, emergency shelters, or those staying with others due to housing loss or affordability issues. Additionally, students not living with their parents or guardians and lacking permanent housing are eligible.
