- To qualify, you must have a child aged 0-3, reside in Snohomish County, and fulfill one of the following conditions: meet income guidelines, receive public assistance from DSHS/DCYF (such as SSI, TANF, or childcare aid), have a foster child in your home, or be experiencing homelessness.
