- Applicants for the Rural Housing Guaranteed Loan must have an income not exceeding 115% of the area's median income and must lack adequate housing while being capable of managing mortgage, taxes, and insurance payments. For the Rural Housing Direct Loan, applicants need to have low or very low incomes below 50% of the area median income, also requiring them to lack adequate housing yet be able to handle mortgage, taxes, and insurance payments. Those applying for Mutual Self-Help Loans must have low or very low incomes ranging from 50% to 80% of the area median income, again needing to lack adequate housing but be able to cover mortgage, taxes, and insurance payments.
