- Eligible applicants must have a household income at or below 60% of the Medium Area Income and be agricultural workers.

- Completed application; ID for all adults 18+; Social Security cards for all members; current proof of income (or declaration of household/zero income); SSA benefit letter if applicable; most recent energy bill in applicant's name
