Idaho consists of seven health districts that work closely with the Department of Health and Welfare and other local and state organizations. Each district operates independently and is governed by a board of health appointed by county commissioners. The services provided can differ by district and may include community health nursing, home health nursing, environmental health, dental hygiene, and nutrition programs, often facilitated through contracts with the Department of Health and Welfare. The Public Health Preparedness and Communication Systems office collaborates with the Idaho Department of Health and Welfare, other public health districts, healthcare providers, and emergency responders to develop a unified response plan for bioterrorism and public health emergencies. Environmental Health programs address the intersection of human health with the physical environment and include areas such as day care, epidemiology (animal bites, food and waterborne illnesses), food establishments (permits, plan reviews, inspections), indoor air quality (radon), lead health programs, methamphetamine lab investigations, public pools, and solid waste management. Land Development programs cover critical materials regulation, mortgage surveys, non-domestic wastewater, public water systems, Rathdrum Aquifer protection, shallow injection well inventory, subdivision reviews, and subsurface sewage evaluations. Family Planning services encompass education, counseling, pregnancy testing, comprehensive physical exams (including cancer and STD screenings), and referrals, with various birth control methods available. Immunization services include routine childhood vaccinations at health department clinics, with low or no costs for eligible parents, as well as overseas immunizations by appointment. Adult vaccines such as Td boosters, hepatitis B, hepatitis A, pneumonia, and influenza may also be offered. The Immunization Registry is a free, confidential service that helps track immunizations for families. The WIC (Women, Infants, and Children) program provides healthy foods, health screenings, nutrition classes, community program information, and individual counseling with registered dietitians. WIC serves pregnant women, breastfeeding women (up to one year postpartum), infants, and children under five. The Women's Health Check program, funded federally, offers free breast and cervical cancer screenings to eligible women who lack insurance coverage for these services. Eligible women include those aged 50-64, those aged 30-49 who haven't had a pap test in five years or longer, those under 50 with breast cancer symptoms (with clinician approval), or women aged 65 and older who are not eligible for Medicare or lack Medicare Part B.
