Idaho's seven health districts operate in close partnership with the Department of Health and Welfare and other local and state organizations. Each district has a board of health appointed by county commissioners and functions independently of state agencies. They address local demands by offering diverse services, which can differ between districts, including community health nursing, home health nursing, environmental health, dental hygiene, and nutrition programs. The Public Health Preparedness office collaborates with the Idaho Department of Health and Welfare, other public health districts, healthcare providers, and emergency responders to create a comprehensive state plan for bio-terrorism preparedness and response to public health emergencies. Environmental Health programs focus on the intersection of human health with the physical environment and local ecosystems, covering areas such as daycare, epidemiology (animal bites, food and waterborne illnesses), food establishments (permits, plan reviews, inspections), and public pools. Land Development Programs address mortgage surveys, public water systems, subdivision reviews, and subsurface sewage evaluations and permits.
