Each district has a health board appointed by county commissioners and operates independently from state agencies. They address local health needs by offering diverse services, which may differ between districts, including community health nursing, home health nursing, environmental health, dental hygiene, and nutrition programs. Many of these services are delivered through contracts with the Department of Health and Welfare. The Public Health Preparedness and Communication Systems office collaborates with the Idaho Department of Health and Welfare, other public health districts, healthcare providers, and emergency responders to create a unified statewide strategy for bioterrorism preparedness and response, as well as other public health emergencies. Environmental Health programs tackle issues at the intersection of human health and the physical environment, covering areas such as Day Care, Epidemiology (including animal bites and food/waterborne illnesses), food establishment regulations, indoor air quality (like radon), lead health, methamphetamine lab oversight, public pools, and solid waste management. Land Development programs include regulations on critical materials, mortgage surveys, non-domestic wastewater management, public water systems, Rathdrum Aquifer protection, shallow injection well inventories, subdivision reviews, and subsurface sewage evaluations. Family Planning services encompass education, counseling, pregnancy testing, comprehensive physical exams (including screenings for cancer and sexually transmitted diseases), and referrals, with a variety of birth control methods available. Educational resources and speakers can be provided for community events upon request. Immunization services are offered through local health departments, providing routine childhood vaccinations at health department clinics or special off-site events, often at low or no cost for those unable to pay. Overseas immunizations are available by appointment, and travelers should contact local health departments for vaccine requirements for specific destinations. Adult vaccines, including Td boosters, hepatitis B, hepatitis A, pneumonia, and influenza, may also be offered. The Immunization Registry is a free and confidential service that helps track immunizations for individuals and their healthcare providers. The WIC (Women, Infants, and Children) Program provides monthly healthy food vouchers, health screenings, nutrition classes, community program information, individual counseling with registered dietitians, breastfeeding support, and educational materials. WIC serves pregnant women, breastfeeding women (up to one year postpartum), infants, and children under five. The Women’s Health Check program, funded federally, offers free breast and cervical cancer screenings to eligible women who lack insurance that covers these tests and meet specific income guidelines. This program targets women aged 50-64, those aged 30-49 with symptoms of breast or cervical cancer, and women aged 65 and older who are not eligible for Medicare or lack Medicare Part B.
