- Residents of New York State who are legally blind may qualify for services from NYSCB. Legal blindness is characterized by a visual acuity of 20/200 or worse in the better eye with correction, or a visual field restriction of 20 degrees or less in the better eye. NYSCB can help determine eligibility if there is uncertainty.
