This program is primarily home-based and focuses on delivering services to families to enhance developmental skills for children from newborn to three years old who have disabilities or are at risk for developmental delays. Services are provided from offices located in Price, Moab, and Castle Dale.

- Serves children aged 0–3; eligible are those with significant health challenges such as failure to thrive, behavioral issues, physical disabilities, sensory impairments, feeding or sleep difficulties, or delays in communication, problem-solving, or learning.
