Out of School Youth refers to any migrant individual aged 16-21 who has not graduated from high school or earned a GED, and is present for work or recovery. This includes youth who have previously left high school, those who relocated specifically for agricultural or dairy jobs, and youth who have moved independently from their parents or guardians.
