Each district has a health board appointed by county commissioners and operates independently from state agencies. They address local needs by offering a diverse range of services, which may differ from one district to another. These services include community and home health nursing, environmental health, dental hygiene, and nutrition programs, many of which are provided through contracts with the Department of Health and Welfare. The Public Health Preparedness and Communication Systems office collaborates with the Idaho Department of Health and Welfare, other health districts, healthcare providers, and emergency responders to create a comprehensive state plan for addressing bioterrorism and public health emergencies. Environmental Health programs focus on the intersection of human health with the physical environment and ecosystems, covering areas such as daycare inspections, epidemiology (animal bites, food and waterborne illnesses), food establishment permits and inspections, indoor air quality (radon), lead health programs, methamphetamine lab assessments, public pool regulations, and solid waste management. Land Development programs oversee critical materials regulation, mortgage surveys, non-domestic wastewater management, public water systems, Rathdrum Aquifer protection, shallow injection well inventory, subdivision reviews, and subsurface sewage evaluations.
