Idaho comprises seven health districts that work in partnership with the Department of Health and Welfare along with various state and local organizations. Each district has its own board of health appointed by county commissioners and operates independently of state agencies. They address local health needs by offering a diverse range of services, which can differ from one district to another. These services include community health nursing, home health nursing, environmental health, dental hygiene, and nutrition programs, many of which are provided through contracts with the Department of Health and Welfare. The Public Health Preparedness and Communication Systems office collaborates with the Idaho Department of Health and Welfare, other health districts, healthcare providers, and emergency responders to develop a comprehensive statewide strategy for responding to bioterrorism and public health emergencies. Environmental Health programs address the intersection of human health with the physical environment and local ecosystems, covering areas such as daycare, epidemiology (animal bites, food and waterborne illnesses), food establishment permits and inspections, indoor air quality (including radon), lead health programs, methamphetamine labs, public pools, and solid waste management. Land Development programs manage critical materials, mortgage surveys, non-domestic wastewater, public water systems, protection of the Rathdrum Aquifer, shallow injection well inventories, subdivision reviews, and subsurface sewage evaluations. Family Planning services include education, counseling, pregnancy testing, comprehensive physical exams (with cancer and STD screenings), and referrals, along with a variety of birth control methods. Educational materials and speakers are available for community outreach. Immunization services provide routine childhood vaccinations at health department clinics or special off-site events, often at low or no cost for families in need. Overseas immunizations are available by appointment, and adult vaccines such as Td boosters, hepatitis A and B, pneumonia, and influenza may also be offered. The Immunization Registry is a free, confidential service that helps individuals track their vaccination history. The WIC (Women, Infants, and Children) Program supplies healthy foods, health screenings, nutrition classes, and referrals, serving pregnant women, breastfeeding mothers, infants, and children under five. The Women’s Health Check program offers free breast and cervical cancer screenings for eligible women without insurance coverage.
