Idaho's seven health districts operate in close partnership with the Department of Health and Welfare and several other state and local entities. Each district has a health board appointed by county commissioners and functions independently from state agencies. They address local health needs by offering diverse services, which may differ across districts, including community health nursing, home health nursing, environmental health, dental hygiene, and nutrition programs. The Public Health Preparedness and Communication Systems office collaborates with the Idaho Department of Health and Welfare, other health districts, healthcare providers, and emergency responders to develop a comprehensive statewide strategy for responding to bioterrorism and public health emergencies. Environmental Health programs focus on the intersection of human health with the physical environment and ecosystems, covering areas such as daycare, epidemiology (animal bites, food and waterborne illnesses), food establishment permits, indoor air quality (radon), lead health, methamphetamine lab inspections, public pools, and solid waste management. Land Development programs encompass critical materials regulation, mortgage surveys, non-domestic wastewater, public water systems, Rathdrum aquifer protection, shallow injection well inventory, subdivision reviews, and subsurface sewage evaluations. Family Planning services include education, counseling, pregnancy testing, comprehensive physical exams (including cancer and STD screenings), and referrals, with a variety of birth control methods available. Local health departments offer routine childhood vaccinations at clinics, often at low or no cost for families in need, and overseas immunizations by appointment. Adult vaccines like Td boosters, hepatitis B, hepatitis A, pneumonia, and influenza may also be available. The Immunization Registry is a free, confidential service that tracks immunizations for individuals and families. The WIC program provides supplemental nutrition for women, infants, and children, offering healthy food vouchers, health screenings, nutrition classes, and individual counseling with dietitians. The Women's Health Check program, funded federally, provides free breast and cervical cancer screenings for eligible women without insurance covering these tests. Eligibility includes women aged 50-64, those aged 30-49 who haven't had a pap test in five years or more, younger women with breast cancer symptoms (with clinician approval), and women over 65 who are not eligible for Medicare.
