Each district has a health board appointed by county commissioners and operates independently of any state agency. They address local requirements by offering diverse services, which can differ from one district to another. These services include community health nursing, home health nursing, environmental health, dental hygiene, and nutrition programs, many of which are provided through contracts with the Department of Health and Welfare. The Public Health Preparedness and Communication Systems office collaborates with the Idaho Department of Health and Welfare, other public health districts, healthcare providers, and emergency responders to create a unified statewide strategy for preparing for and responding to bioterrorism threats and other public health crises. Environmental Health programs focus on the intersection of human health with the physical environment and local ecosystems, covering areas such as daycare, epidemiology (animal bites, food and waterborne illnesses), food establishment permits, indoor air quality (including radon), lead health, methamphetamine lab oversight, public pool regulation, and solid waste management. Land Development initiatives include critical materials regulation, mortgage surveys, non-domestic wastewater management, public water systems, Rathdrum aquifer protection, shallow injection well inventory, subdivision review, and subsurface sewage evaluations. Family Planning services encompass education, counseling, pregnancy testing, comprehensive physical exams (including cancer and STD screenings), and referrals, with various birth control methods available. Immunization services are provided through local health departments, offering routine childhood vaccinations at health department clinics or special off-site events, often at low or no cost for those unable to pay. Adult vaccines, including Td boosters, hepatitis A and B, pneumonia, and influenza, may also be available. The Immunization Registry is a free, confidential service that helps track immunizations for individuals and families. The WIC (Women, Infants, and Children) program offers supplemental nutrition, health screenings, nutrition classes, and referrals, serving pregnant women, breastfeeding mothers, infants, and young children. The Women's Health Check program provides free breast and cervical cancer screenings for eligible women who lack insurance coverage for these tests and meet specific income and age criteria.
