- To qualify for HEAP: residents of Schenectady County must meet criteria based on income, household member ages, energy expenses, and housing circumstances; individuals should call for details (they must either cover their heating costs directly or pay rent that includes heating costs). For the Program: Individuals who do not receive food stamps.
